Amendment to Articles 20 Ter and 20 Quáter of the Ley General de Acceso de las Mujeres a una Vida Libre de Violencia (General Law on Women's Access to a Life Free of Violence)
Julieta Kristal Vences Valencia (Morena) · Chamber of Deputies · March 31, 2024 · approved
Initiative presented by Deputy Julieta Kristal Vences Valencia (Morena) to the LXV Legislature on February 18, 2025. Amends and supplements Articles 20 Ter and 20 Quáter of the Ley General de Acceso de las Mujeres a una Vida Libre de Violencia to recognize and punish "digital contract killing" as a new form of digital violence. Classifies as digital violence any action involving manipulation, alteration, or dissemination of images, audio, or video generated through information technologies, generative artificial intelligence tools, or any digital medium with the purpose of harming the dignity, reputation, or safety of women, adolescents, and girls. Responds to documented cases of deepfakes, AI-manipulated content, and misinformation used to discredit women politicians and public figures. Seeks to close legal loopholes that enable impunity in digital political violence and ensure effective protection against new forms of technological aggression toward women. Includes strengthened coordination among education, technology, and security authorities. Unanimously approved by the Committee on Gender Equality in November 2025, pending final vote in the Plenary.
