General Law for the Regulation and Ethical Use of Artificial Intelligence

Bill to enact a General Law on AI with general application (three levels of government, and companies/individuals that develop or market AI in the country). Establishes the National Agency for the Supervision of Artificial Intelligence (Agencia Nacional de Supervisión de la Inteligencia Artificial — an autonomous public body with powers to verify, audit, and sanction) and the National Registry of High-Risk AI Systems (Registro Nacional de Sistemas de IA de Alto Riesgo), which requires disclosure of algorithms used in critical sectors: healthcare (diagnosis/triage), education, employment (recruitment, retention, termination), public safety (predictive analysis), justice, and essential services (credit and insurance). Prohibits behavioral manipulation, mass surveillance without judicial order (orden judicial), generalized social scoring, and deepfakes for fraud or violence. Establishes minor, serious, and severe penalties (up to permanent shutdown of offending systems) and requires impact assessments and audit clauses in government AI procurement.
