State AI Law Initiative in Chihuahua (in committees)

Legislative process underway to create Mexico's First Comprehensive State AI Law (not a criminal reform). Initiated in December 2025 by the Science and Technology Commission (Comisión de Ciencia y Tecnología) of the Chihuahua State Congress, led by Deputy Carla Rivas. Includes creation of a State AI Council and establishment of a cross-sector Technical Board (Mesa Técnica) for public consultation. Ruling expected in 2026. The state government, through the Ministry of Innovation (Secretaría de Innovación), drives the national AI agenda from Chihuahua. Comprehensive approach (not merely punitive): ethics, data protection, innovation promotion, human rights, and governance. If approved, it would be Mexico's first state-level non-criminal AI law, a potential model for other states.
