Initiative INI078LXV0225 presented on February 11, 2025 by the Morena Parliamentary Group (16 deputies) in the LXV Legislature of the Campeche State Congress. Amends Articles 175 Bis, 255, and 260 of the Código Penal de Campeche (Campeche Penal Code) to criminalize digital violence and AI-generated deepfakes within the framework of the Ley Olimpia (Olimpia Law). Article 175 Bis: Imposes 3 to 6 years imprisonment plus a fine of 500 to 1,000 UMA (units of measurement and adjustment) for creating or disseminating sexually explicit or lascivious content via AI using facial data collection or reconstruction of physical features without consent. Article 255: Imposes 3 months to 2 years imprisonment for pornographic content created using AI based on biometric data. Article 260: Imposes 5 to 10 years imprisonment plus a fine of 400 to 800 UMA for the production of child sexual abuse material using facial recognition AI. Citing Sensity AI data: 90-95% of pornographic deepfakes target women. Historic expansion of the Ley Olimpia (Olimpia Law) to include deepfakes and AI-generated content.
